Opium alkaloids such as morphine can be present on poppy seeds. Point 2.5 of Annex I to Regulation (EU) 2023/915 sets 20 mg/kg for poppy seeds sold to the final consumer, counted as morphine plus a fifth of the codeine.
42 notifications since 1 January 2020 named opium alkaloids (morphine), under 1% of all EU notifications in that time. 11 in the 365 days to 8 November 2026, against 7 in the 365 days before, up 57%. 0% were border rejections and 76% had a serious risk decision.
The origins named most often were Czechia (14), Spain (8) and Türkiye (6). The product categories named most often were nuts, nut products and seeds (39) and cereals and bakery products (3). The products named most often were poppy seeds (39) and bread (1).
